Governor Approves Marijuana Exit Bag, Packaging And Labeling Bill | Cale Law Office

Gov. Kevin Stitt on May 2nd approved a bill requiring dispensaries to use exit bags, said Tulsa medical marijuana attorney Stephen Cale.

The bill, HB 3019, also makes changes to labeling requirements and allows for clear containers.


Beginning Nov. 1st, dispensaries must use exit packages at the point of sale for marijuana and marijuana products.

The law defines “exit package” as “an opaque bag that is provided at the point of sale in which pre-packaged medical marijuana is placed.”


Also on Nov. 1st, Labels must now have the statement: “For use by licensed medical marijuana patients only” printed on it.


And, at the beginning of November 2022, dispensaries also may use clear containers for marijuana and marijuana products.  However, those containers still must be child-resistant, Cale said.

Containers will have to be put in the exit package at the point of sale and transfer to a patient or caregiver.

HB 3019 was authored by State Reps. Dean Davis (R-Broken Arrow), Scott Fetgatter (R-Okmulgee), Kevin McDugle (R-Broken Arrow), and John Talley (R-Stillwater) and State Sen. James Leewright (R-Bristow).
